Nizhnekamskneftekhim presented the findings of work on reduction of impact in the region, as well as its ideas on solving environmental problems at RosPrirodNadzor Board of the Volga-Kama interregional control, which was held on 10 February in Kazan.
Rustam Minnikhanov, the President of Tatarstan, Ms. Svetlana Radionova, and Head of the Federal Service for Supervision of Natural Resources, the heads of various departments and large industrial enterprises of the Republic took part in the activities of the Board.
Before the start of the meeting, Rustam Minnikhanov, along with Svetlana Radionova, familiarized themselves with the exhibition in the Cabinet of Ministers of the Republic of Tajikistan, where the results of work of the leading enterprises of the Republic, including PJSC Nizhnekamskneftekhim were presented. Azat Bikmurzin, the General Director of Nizhnekamskneftekhim, spoke about the environmental programs developed by the enterprise to reduce the negative environmental burden.
During the meeting, the General Director of TAIF JSC, the Chairman of the Board of Directors of PJSC Nizhnekamskneftekhim, Ruslan Shigabutdinov, was reporting. In his report, he touched on environmental safety in the context of the transition to a new standardization system. According to him, the most significant water-protecting measure of the Company's environmental program was the implementation of a large-scale modernization of the Nizhnekamskneftekhim wastewater treatment plant.
- Huge work worth of over 3 bln rubles was carried out to revamp the biological treatment facilities of Nizhnekamskneftekhim, which are intended for treatment of industrial and municipal wastewaters. The work was performed in stages, with no stopping and reducing the quality of wastewater treatment,” said Shigabutdinov.
Currently a pilot project in Nizhnekamsk is underway for making a digital interactive map for calculation of the contaminant dispersion from all sources. It is planned to integrate data from the results of all inventories and data from continuous emission monitoring from all sources in order to watch on-line the true picture of the atmospheric air conditions and the impact of enterprises on the air.
- Ecology is a permanent issue, and we are very carefully and continuously deal with it. The Company has already been implementing the 4th, ever since 2001, environmental program intended for period of 2014 to 2020. 423 actions were implemented; about 7.2 bln rubles were financed for this program. A lot of work has been done over the past years, but there are even more important tasks ahead, including the revamp of the existing facilities in order to reduce the negative impact on the environment,” said Azat Bikmurzin, General Director of PJSC Nizhnekamskneftekhim.
Today, one of the stages of construction of a new power plant capacitating to 495 MW (PGU-TEC) was completed at the construction site - the third section of the flue gas stack was installed, which is about 30 tons for waste heat boiler No. 2. The total weight of the stack is 187 tons and the height is 60 meters. It is intended to remove exhaust gases from the waste heat boiler.
The new power plant is under construction to generate energy and increase the energy efficiency of the existing and future industries. One of the main factors for the need to construct its own PGU-TEC is also the use of oil products from the existing and future ethylene production units, as fuel of effluent type produced by PJSC Nizhnekamskneftekhim; and it will reduce the anthropogenic load on the air atmosphere by burning this gas in specially designed developed burner devices of gas turbine units.
Construction and installation works for the commissioning of the new power plant are being performed according to the schedule. 82% of the concrete works are completed, 75% of the steel structures are installed to date. Installation of the main equipment is in progress.
The turnkey contract for the construction of the station was signed with Siemens LLC in December 2017. In October 2019, a long-term maintenance agreement signed in Moscow, at the international forum Russian Energy Week-2019 between PJSC Nizhnekamskneftekhim and Siemens Gas Turbine Technologies LLC. This agreement provides for the implementation of the long-term maintenance of the main equipment of the PGU-TEC facility under construction for PJSC Nizhnekamskneftekhim.
The commissioning of the station is planned for 2021.
The Central Committee of PJSC Nizhnekamskneftekhim summed up the results of the implementation of the collective agreement approved for 2018-2020 in 2019 at their meeting.
Last year, all bilateral obligations of the administration and the trade union committee were fulfilled. Remuneration was carried out in accordance with the approved provisions. The average wage growth by 2018 amounted to 13%. All types of surcharges were made according to the collective agreement. Measures were taken to improve safety and working conditions, as a result the working conditions of about 2 500 workers were improved. The entire team of petrochemical specialists is insured under the program of voluntary medical insurance, which increased the standards and quality of medical care.
Particular attention was paid to the health care and recreation of workers, passing medical examinations. To improve their qualifications in 2019, 12,546 people underwent appropriate training, and almost 1 500 students and pupils of basic educational institutions attended practical training at the Company departments.

Particular attention is paid to young people at the enterprise, the protection of their socio-economic interests and cultural work with them. About 6 500 people are young specialists under the age of 35 at the Company, which is 42% of the staff. During 2019, payments were made in connection with the first marriage, and on the occasion of the birth of a child, assistance was provided to young families in the form of an interest-free loan. To solve the housing problem, employees used the benefits provided when purchasing an apartment on a mortgage. After service in the army, workers were paid a lift. About 150 different cultural and sporting events are organized annually.
According to the corporate policy of the Company, support is given to veterans of the enterprise. Over 10 600 former employees are registered at the Council of Veterans of the enterprise, lump-sum benefits are paid to the retired people, payments are made to holidays and jubilee dates; in accordance with the Regulation on non-state pension provision, former employees of the enterprise are paid a monthly non-state pension, and a medical examination is provided.
Every year, over 2 000 children of the Company's employees have rest and recreation at the Yunost and Olympiets health camps, and in the Korabelnaya Rostcha sanatorium. The members of the Central Committee praised the results of the implementation of the collective agreement in 2019 and decided to consider it fully implemented. The meeting also approved the Labor Protection Agreement.
In January 2020, PJSC Nizhnekamskneftekhim successfully passed the recertification of the SAP Client Expertise Center, which confirmed compliance of the company with the best international standards and the high professionalism of the IT team.
PJSC Nizhnekamskneftekhim obtained the first certificate of the Expertise Center in 2007, it was the first in the industry and the fifth among all Russian companies.
The SAP ERP resource management system has been used in the enterprise since 2006 and successfully operates in business processes. IT professionals ensure its flawless performance: administration, configuration, technical support and development.
For providing assistance in solving the tasks entrusted to the Armed Forces of the Russian Federation, in ensuring mobilization of human and transport resources, and high performance in improving mobilization training, the General Director of PJSC Nizhnekamskneftekhim Azat Bikmurzin was awarded a Diploma of the Ministry of Defense of the Russian Federation.
Today, Sergey Pogodin, the military commissar of the RT handed out this award to Azat Bikmurzin.
In the spring of 2019, PJSC Nizhnekamskneftekhim took part in the republican competition for the best organization for keeping military records of citizens who are in reserve among the enterprises and institutions of the Republic of Tatarstan in 2018 and took first place. The diploma of the military commissar of the RT noted the work of the military registration desk of the company.
By the decision of the Central Competition Commission of the Ministry of Defense of the Russian Federation, the company was appointed to participate in the All-Russian competition for the best organization of work in the field of mobilization training. Apart of Nizhnekamsk, Zainsk and Naberezhnye Chelny vindicated the honour of the Republic of Tatarstan at the all-Russia level.
In April 2019, representatives of the Central Competition Commission of the Main Directorate of Special Programs under the President of the Russian Federation worked in the First Division and mobilization training of PJSC Nizhnekamskneftekhim as to organization of military registration and exemption from active service of citizens who are in reserve, highly appreciated the activities of the department.
The awards of the republican and all-Russia levels are the best proof of the high professionalism of the specialists of the military registration office of the company, who carry out daily painstaking work with citizens subject to conscription, military registration and exemption from active service, and interact with the military commissariat.
Today in Moscow, one of the largest events in the field of the polymer industry is completing its work - the international specialized exhibition of plastics and rubber "Interplastica 2020". This year more than 700 exhibitors from 30 countries of the world take part in it. For four days, visitors could familiarize themselves with a wide range of innovative products, offers and services, learn about new trends and opportunities in the plastics, rubber, packaging and packaging technology industries.
PJSC Nizhnekamskneftekhim participates in Interplastic for the 14th time. At Expocentre Fairgrounds, Nizhnekamsk petrochemists presented their best solutions in the polymer business: new brands of plastics and synthetic rubber.
As of today, the company supplies consumers with seven types of rubber (isoprene, butyl, bromine and chlorobutyl, polybutadiene - on neodymium and lithium catalysts, styrene butadiene), as well as four types of plastics (polystyrene, ABS plastic, polypropylene and polyethylene). The new brand assortment is derived from well-known brands, but with other point indicators required to meet individual customer requirements and replace import supplies.
For example, for more than three years the market is well acquainted with the brand of linear low-density polyethylene RE5118QM (melt flow index = 3), which was developed for the production of stretch films and became a laureate of the federal competition under the Program “100 Best Products of Russia-2019”, today the company has mastered the production of LLDPE with an MFI less than 1 for the production of high-strength films and geomembranes.
The stand of Nizhnekamskneftekhim aroused particular interest among the visitors of the exhibition, meetings, business negotiations were organized here. Managers of commercial and technical services, chemists of the scientific and technological center discussed problems, answered questions of the partners. Over 70 different meetings have been held.

We visited the discussion session of the Recycling Solutions special project, at the 3D fab + print conference we learned about the trends in the additive technology market, got acquainted with the latest developments in the industry related to the problem of raw materials at Polymer Plaza, and also received answers to the most pressing questions of the packaging industry at innovationparc.According to the results of the international specialized exhibition of plastics and rubber "Interplastica-2020" PJSC Nizhnekamskneftekhim was awarded a diploma for a wide range and high quality of the products presented.
A Solution Styrene Butadiene synthetic rubber (DSSK) with a capacity of 60 thousand tons per year is under construction at PJSC Nizhnekamskneftekhim. This new type of product is the result of the painstaking work of scientists and manufacturers of the joint-stock company, who have developed a rubber technology that has valuable characteristics for tire companies.
The construction of a new industrial facility began in 2019. To date, the foundations for the equipment have been installed at the construction site, metalwork is being installed, basic process equipment has been installed, and piping work is being arranged on the equipment. For example, a tank farm is now fully assembled.
New production facility is being built using environmentally friendly modern technologies. So, here, for the first time, an air emission treatment unit will be used at the finishing line. This additional measure will completely eliminate the ingress of pollutants into the atmosphere.
In order to exclude manual labor when placing rubber bales in containers, it is planned to equip the production with a special robot-stacker.
In parallel, work is underway to hire personnel, specialists and workers for the new production. The project implementation period is 2020.
Divinyl-styrene synthetic rubber is used to produce new high-speed eco-friendly types of car tires. One of the main advantages of such tires is that the DSSK provides them with better grip on the wet road, which means it improves car safety. At the same time, they have a low level of noise during movement, and low rolling resistance allows reducing fuel consumption. DSSK is also used in the rubber and shoe industry and in the manufacture of conveyor belts.
Safe transportation of goods, the provision of services for the repair, maintenance and operation of rolling stock are the main tasks facing the Department of Railway Transport of PJSC Nizhnekamskneftekhim. It was created over 40 years ago.
In 2019, the Railways carried more than 5.8 million tons of cargo. The difference with the plus sign is achieved by increasing the discharge and shipment of finished products - this is about 104 thousand tons. In the structure of the shipped finished products, the majority of the fractions are alpha-olefins, ethylcarbitol, styrene, butane, methyl tert-butyl ether, trimers and monoethylene glycol. In total, last year the Department of Railway Transport PJSC Nizhnekamskneftekhim transported a little more than 3 million tons of products to outside organizations, the shipment of products of the joint-stock company amounted to over 970 thousand tons.
For the transportation of goods involved 1,273 railway wagons, among them boilers made of carbon and alloy steel, covered wagons, open-top wagons and railway tanks.
In addition to the operation of wagons for loading, Department of Railway Transport prepares tank wagons for loading and repairing. In 2019, the specialists of the depot repaired 1,460 units of rolling stock. Most of these services are provided to third parties. Also over 22 km of the railway track’s upper structure were repaired in the amount of current repair last year.
For two days, on January 25 and 26, PJSC Nizhnekamskneftekhim hosted participants in the II winter sports contest of the Tatarstan Republican Organization of Roskhimprofsoyuz. Representatives of 7 large enterprises contest the victory: PJSC Nizhnekamskneftekhim, PJSC Kazanorgsintez, JSC Ammoniy, JSC KVART, JSC Chemical Plant named after L.Ya. Karpova, JSC Holding Tatnefteproduct and JSC TAIF-NK.
Competitions were held at four sports facilities of Nizhnekamskneftekhim. In the youth recreation camp "Youth", teams revealed the best among players in chess and drafts, in shooting with an air rifle. At Almash ski base, athletes competed in cross-country skiing in groups of 35 years and older, as well as in the relay. The Fakel gym hosted participants in the table tennis game, and the Druzhba sports complex became the venue for swimming competitions.
The grand opening of the II Winter Sports day took place on the territory of the Youth recreation Camp. The guests of the festival were Eldar Adeev, the assistant to the Prime Minister of the Republic of Tatarstan, Marat Gafarov, the deputy chairman of the Federation of Trade Unions of the Republic of Tatarstan, specialists from the Ministry of Industry and Trade of the Republic of Tatarstan and others. Representatives of the Tatarstan Republican Organization of the Russian State Pharmaceutical Trade Union and the city administration welcomed the participants, who noted the high level of organization of the event.
Rodion Bulashov, Deputy General Director for Human Resources and Social Affairs of PJSC Nizhnekamskneftekhim, focused on the fact that all conditions have been created to turn the company's employees and their families to a healthy lifestyle and active forms of recreation.
- We are very glad to see everyone on the hospitable Nizhnekamsk land. I would like to note that the TAIF group of companies, which includes Nizhnekamskneftekhim, has for many years supported all sports, especially children's and youth ones. If we talk about mass sports, then petrochemists and residents of Nizhnekamsk can enjoy skiing, football, swimming, hockey, and athletics. Nizhnekamskneftekhim has 18 sport facilities.
The highest competition took place among four enterprises. The teams of Nizhnekamskneftekhim, Kazanorgsintez, Ammonia and KVART put their representatives to all stages and counted on the highest results. The rest of the participants allowed themselves to miss one to four trials of the tournament.
Summing up the results showed that Nizhnekamskneftekhim is not retreating and is once again becoming the champion of the chemical industry in Tatarstan. The company’s team was the leader in cross-country skiing (in a group older than 35 years old) and ski relay, table tennis, checkers, swimming and air rifle shooting.
According to the results of two days of the competition, 3 places were awarded. Summing up the results showed that Nizhnekamskneftekhim did not give up its positions and again became the champion of the RT chemical industry. The company’s team was the leader in cross-country skiing (in a group over 35 years old) and ski relay, table tennis, checkers, swimming and air rifle shooting. There were JSC “QUART”. The teams of Kazanorgsintez PJSC and Ammoniy JSC shared the second place. PJSC Nizhnekamskneftekhim was recognized as the absolute winner of the sports day. For excellent results, many representatives of the enterprise team were also awarded individual awards.
- Honestly, we had no doubt that PJSC Nizhnekamskneftekhim would be the winner. If we take all the sports days, then out of 27 Nizhnekamsk people won 25 times. The tournament’s organization is very good: the management of the enterprise, the trade union committee, and the Neftekhimik sports club work together, ”said Alexey Ilyin, chairman of the Tatarstan Republican organization of the Russian Chemical and Industrial Union, at the closing ceremony of the sports day.
All-out training, the organization of control over repair work, the use of IT technologies and the improvement of petrochemists' living conditions formed the basis of the program for improving working conditions at PJSC Nizhnekamskneftekhim for 2019-2021 period. These topics were discussed at the first meeting this year on the status of labor protection and industrial safety. Managers and chief specialists of the structural divisions of the company, as well as subsidiaries, took part in it.
Detailed information on the main areas of organizational and technical work related to labor protection, industrial and fire safety for 2019 was provided for the attention of participants. As was noted in the speeches, the company strives to ensure a continuous increase in the level of safety, and is carrying out comprehensive work to minimize equipment failure rates and industrial injuries. This is achieved by conducting preventive maintenance, upgrading and replacing equipment, training personnel, carrying out control and supervision activities, especially during major repairs. At the same time, as Ilshat Fatykhov, Deputy Chief Engineer for PKPB and OT, noted in his speech, it is necessary to increase the personal responsibility of personnel at workplaces, strengthen control over the level of knowledge of safety rules by personnel of sub-contracting and subsidiary enterprises in the field of labor protection and industrial safety, and introduce regular practice training workshops to exchange experiences.
Also, according to him, in the coming years a number of innovations will be introduced to increase staff stability. In particular, the company plans to create an interactive map to prevent the combination of fire and gas hazardous work, the introduction of electronic access control systems and mobile detours. In addition, very soon, petrochemists will change overalls to the form of a new sample, its design and quality will radically change.
