Energy saving OAO "Nizhnekamskneftekhim"
To date, OAO “Nizhnekamskneftekhim” is the heaviest user of utilities among the industrial enterprises of the Tatarstan Republic, consuming 11.5% of the electrical power and 33% of the heat energy generated by the entire “Tat-Energo” System. Thus in 2008, the Company consumed 2.3bn kWh of electrical power, 9.6m Gcal of heat energy and 556m m3 of natural gas.
Pursuant to the “Tatarstan Republic Targeted Energy-Saving Program for 2000-2005”, in the year 2000 OAO “Nizhnekamskneftekhim” devised and approved a “2000-2005 Program to Update Energy Consumption and Saving”. In line with that Program, the Company introduced 418 energy-saving implementations totaling economic effect of RUR 632.3m, to have saved 1.6 m Gcal of heat energy, 112 m kWh of electrical power, 77 kt of reference fuel.
The Energy-Saving Program implementations enabled to reduce the expenditure on the energy imports, to annually decrease the utilities consumption rates per unit of the output goods.
To advance in energy saving and subject to the Resolution No.552 of the TR Cabinet “TR Energy-Saving Program Implementation and Objectives for 2005” dated 22.12.2004, OAO “Nizhnekamskneftekhim” devised a second “Energy-Saving Program for 2006-2010”. Over the period of 2006-2008, the Company introduced 339 energy-saving implementations totaling economic effect of RUR 865.8m, to have saved 3.0 m Gcal of heat energy, 101 m kWh of electrical power, 59 kt of reference fuel.
To reduce energy costs and to make products more competitive, in August 2007 OAO “Nizhnekamskneftekhim” commissioned a cogeneration Gas-Turbine Unit GTU-75 representing an innovative technology with high performance characteristics. The Unit also contributes to higher reliability and manoeuvrability of the Nizhnekamsk Thermal Power Plant machinery. In total, GTU-75 has generated 294 m kWh of electrical power and 475 m Gcal of heat energy.
With the Rules for the electric power retail market introduced subject to the RF Government Resolution No.530, OAO “Nizhnekamskneftekhim” further proceeds in the new transitional period conditions of the power engineering reforms. Energy supplies have been contracted in view of the new operating conditions at the electric power retail market, which ask for daily requests for a planned hourly consumption of electric power two days in advance.
To enhance reliability in energy supply, the Company replaces the old electrical equipment control boards (0.4 kW) with “Siemens” control boards. This Program began in 2005 and will last until 2012 to replace 250 control boards, 27 distribution stations and transformer substations.
Over the period of 2005-2008, 103 control boards were replaced at Butyl Rubber, Synthetic Rubber, Isoprene Synthetic Rubber, Ethylene, Ethylene Oxide, Oligomer Plants, Divinyl & Hydrocarbon Feed Plant, Sewage & Waste-Water Treatment Facilities, Utilities Supply Systems; as well as distribution stations and transformer substations mounted at Butyl Rubber Plant and Treatment Facilities.
In 2008, following the joint program to enhance reliability in energy supply and to reduce blackout risks for the Nizhnekamsk Industrial Hub the Company replaced the obsolete system “isolating switch – short-circuiter” with an up-to-date system using SF 6 circuit-breakers at the two main step-down substations. Furthermore, a new state-of-the-art substation was put into operation intended for power supply to Polyethylene Production Facility and other facilities to be launched as per the long-term production capacity plan.
The Company achievements in energy-saving have won both federal and republican awards.
At the All-Russian Energy Forum “Oil, Gas & Energy Industry of Russia in XXI Century” held early April 2008 in Moscow, OAO “Nizhnekamskneftekhim” sponsored a panel discussion “High-Tech Processing of Hydrocarbon Material in Russia: Problems & Prospects”. The Company was awarded a certificate of honor and a silver medal for a hands-on participation in the Forum Events.
In December 2008, OAO “Nizhnekamskneftekhim” won the Show-Contest for implementing a Program "2006-2010 Energy Supply Efficiency in the Tatarstan Republic ". A Certificate and a Statuette were presented to V. Busygin, the Company General Director, at the TR Government session timed to IX International Symposium "Energy Supply Efficiency & Energy Saving" and X International Exhibition "Energy. Resource-Saving'2008".
Management and Personnel of OAO “Nizhnekamskneftekhim” have defined new energy-saving targets and objectives for the next five years depicted in the 2006-2010 Program and understand fairly well that energy saving is a priority vector in the Company activities, since in the conditions of the power engineering reforms, utilities price rise the efficient utilization of the same constitutes an essential internal reserve enabling to considerably expand not only captive production but a Gross Regional Product.
