Ecological Program of "Nizhnekamskneftekhim" INC for 2007-2015
"Nizhnekamskneftekhim" INC is a producer of heavy-tonnage petrochemical goods: monomers for synthetic rubber, plastics, synthetic rubber, synthetic resins, solvents, surfactants, gas and liquid fuel, petrochemical feedstock and other industrial-use products.
Apart from large-scale petrochemical production facilities, there are units to produce hydrogen, flotation agents, polyglycols, organoaluminum compounds and catalysts used at the in-house production facilities.
To produce goods, different hydrocarbon fractions are exploited as feedstock: broad fraction of light hydrocarbons, pyrolysis naphtha, fractions containing isobutylene, isobutane, isopentane, and other light hydrocarbons. In ample quantities as feedstock are used methanol, ethanol, benzene, phenol, toluene.
As auxiliary materials, the Company imports dimethyl formamide, acetonitrile, chloromethyl, chloroethyl, cyclohexane, ammonia, chlorine, ethyl mercaptan, toluene, sorbents, catalysts.
To support major production facilities, the Company has Maintenance Works; Rail and Automobile Transport Division; Water Supply, Sewage and Waste Water Treatment Division; Ethylene Pipeline Systems Division; Repair-Construction Shop.
The industrial site with the Company's petrochemical facilities is located 5 km away from the residential area of Nizhnekamsk Town, Tatarstan Republic. That distance and a favorable wind rose considerably reduce the negative impact of the Company production activities on the air condition in the Nizhnekamsk residential area.
A complex water treatment system, meeting the requirements of the Company in service water, enables to reduce many times the consumption of fresh river-water.
All contaminated production and sanitary waste water of the Company with waste effluents from other companies and municipal waste water of the Town are subject to purification at the Biological Treatment Plants belonging to "Nizhnekamskneftekhim" INC. The production process sections of the Company have dedicated local treatment units for pretreatment or neutralization of the extremely contaminated waste effluents. Rain and thawing water, formed in the territory of the petrochemical facilities, is also purified before being discharged into the water basins.
By-products of the main product processes are basically utilized as feedstock to produce other types of products or as fuel.
95% of all production and consumption residual is recycled or neutralized. Solid and pasty wastes with no acceptable technologies to recycle or neutralize are disposed at the inhouse landfill or transferred to specialized organizations.
Environmental protection is one of the priority domains in the Company Top Management activities. Operative management of this domain's activity is effected by the specialty department with Deputy Technical Director at the head. Environmental impact is monitored by the accredited laboratories.
The Environmental Management System of the Company has been certified to comply with ISO 14001:2004.
Brief information about the Program
This Program primary objective is to ensure sustainable advancement of the Company in the intensive development situation.
The program contemplates the Company's practical activities on implementing the pronounced environmental policy following a basic principle of sustainable development. This ecological program is part and parcel of the Company's general socio-economic development program. The Program's specific objectives are: to enhance ecological efficiency and emergency resistance of the production units, to develop environmental installations, to create an efficient monitoring system and to advance the environmental management system, to solve individual ecological problems of the Nizhnekamsk Municipal Formation.
These objectives shall be reached by materializing concrete engineering and organizational undertakings.
The Program implementations will enable to considerably save natural resources, reduce emissions and discharge into the environment.
The Program contemplates to save:
6,044K Gcal of heat;
414m kWh of power;
21kt of standard fuel;
61kt of hydrocarbon feed;
to preclude discharge into the environment:
6.4kt of repugnant substances into the air;
3.9m m3 of waste water;
1kt of unusable waste.
The Program stresses the need for preserving natural environment and contemplates compensatory afforestation of a 100 hectare area, accomplishment and planting of trees and gardens in the territory of the Company and the Town, sanitary attendance to the suburban forestry, upgrade of the Nizhnekamsk domestic water-supply system.
The estimated cost to materialize the Program shall total around RUR 5.3bn, including ecological effectivization of the production units to total about RUR 2.8bn, performance of the existing and construction of new nature conservation installations – about RUR 1.81bn, monitoring upgrade, proactive and organizational measures – about RUR 650m.
